SOCO - South Congress Neighborhood Profile in Austin, TX - Live work condos, green homes and spaces out of the ordinary

It may be hard for visitors to Austin's vibrant, creative and hip neighborhood known as SoCo to believe, but just a few years ago South Congress Avenue was a little seedy, a place where businesses had slumped and a couple of motels rented rooms by the hour. The days of headlines about naughty state legislators out on the town caught up in police sweeps are long gone.
Now those restored South Congress motels are likely to be renting rooms to high tech execs and movie stars. The South Congress Avenue neighborhood has a new image and a hip name to match. South Congress continues to march south beyond Oltorf, the official southern boundary, and new South Congress apartments and businesses are being built all the way to St. Edward's University. The view of downtown Austin from atop the rising wide sweep of South Congress Avenue is a grabber with the State Capitol providing an exclamation point on the horizon. And literally walking distance from this same point is the beautiful Town Lake Hike and Bike Trail. The broad avenue is lined with apartments, condos, lofts, plus boutiques, funky "junque" stores, restaurants, neighborhood bars and coffee shops. Thankfully a few longtime businesses have survived the slump and blossomed in the boom, including the venerable Magnolia Cafe, where the affordable menu reflects Austin's hippie roots 24 hours a day. One of the most famous SoCo Austin landmarks on the avenue is the Continental Club, a smoky bat cave of a place where many top musical acts have launched their careers. (Speaking of bats, they hang out under the Congress Avenue Bridge) The old St. Vincent de Paul thrift shop remains and avenue bargain hunting has been given a boost by shops like Uncommon Objects which busts at the seams with recycled junque and kitsch. First Thursday is not just a day on the monthly calendar in SoCo, but marks a local tradition when shops stay open late, playing host to an array of events and activities.
SoCo's boundaries run from just South of Town Lake on the North and to Oltorf in the South, then West to South First Street and along the eastern edge of Congress Avenue. It is sandwiched between two of Austin's unique neighborhoods, Travis Heights to the East and Bouldin Creek to the West, the former a high-priced neighborhood of older homes, the latter, a little more affordable. In typical Austin fashion, SoCo has a unique neighborhood grocery, Farm-to-Market on the avenue which sells local produce, plus there is a large H.E.B. at Oltorf and Congress. On the southern and western edges of SoCo, particularly along South First are businesses that reflect the Hispanic influence in many of South Austin's neighborhoods -- Mexican grocery stores and bakeries, family restaurants and even a dance club or two. Austin's past is being preserved and even redefined in SoCo. So, for breakfast, South Congress residents can head to El Sol y La Luna, the wonderful patio cafe adjacent to the Austin Motel on the avenue where Julia Roberts has been sighted on occasion.
New developments along the northern border near the Texas School for the Deaf have brought in well-known national names like Starbucks, but, with the creative persistence that marks life in Austin, homegrown businesses, like Jo's Coffee, have burst onto the scene and become instant local landmarks by immersing themselves in the neighborhood. In Jo's case that means sponsoring fashion shows featuring South Congress designers and summer movies in the parking lot. A few familiar faces have been driven away by high business rents, but others like Fran's drive-in hamburger joint have hung on and are now part of the restaurant mix with places like Vespaio, noted for its antipasto bar, and its sister cafe, Enoteca. Residents of South Congress apartments can dine upscale or down in SoCo, pizza by the slice, sushi, veggies to go, or three course dinners with vintage wine. Same goes for shopping. South Congress was a haven for retro clothing before it became SoCo. Lucy in Disguise with Diamonds and Electric Ladyland (that's the store's complete name) is where Bob Dylan is rumored to have shopped for retro outfits. New Bohemia is another retro spot for clothes and home furnishings, plus there are new boutiques including Blackmail, for all things black, and Vivid, for all things... well vivid. Music and movie stars present and future are not the only big names to shop in SoCo. The El Presidente taco and tamale plate at Guero's is named in honor of President Bill Clinton who occasionally stops in at the popular top of Congress Avenue restaurant. But SoCo is not a star-gazing neighborhood, but rather one that attracts residents and visitors because it just captures the Austin vibe.

Foreclosures are not great deals.

FORECLOSURE REALITY CHECK…. The only “sellers market” in america is the foreclosure market. Don’t expect any deals from a foreclosure as the bidding process brings 20-30 people to bid on almost every deal. A deal that was already priced at market. For government foreclosed homes, by law, they have to be priced “at market”.

The REO manager has a short list of “cash/close in 2 day buyers”, they always get the first right to bid. Then they have to wait for the “public auction” Which drives up those prices. After a 30-60 day period. Then the REO picks the best bid. Sometimes, only sometimes does a REO manager take a property directly to a buyer he knows peronsally. Why should he, he has a bunch of people bidding and driving up the prices.

My REO manager friend likes to joke about all the “first timers” who continue to drive up the bid when they don’t hear anything from the bank. Every time I see the “how come I haven’t heard from the bank about accepting my foreclosure bid after 30+ days” on trulia, I have to let out a chuckle because he’s so right. For those newbies, this is real. They know that when you don’t hear from them that a large percentage of people drop a second or third offer higher than the previous one. **WARNING, YOU ARE BEING TAKEN ADVANTAGE OF HERE**

You want a deal on a property right, everyone wants that…. So the moral of this story is:
1. the 60 days you have to wait to hear from a REO, you could have made 2 or 3 better deals with a property that has been on the market for a long period of time. A good realtor will drop an 80% offer on a property and get one accepted.
2. You are attempting to make a deal in a house covered in a cloud of bad energy, don’t be surprised when it rubs off. Personally I stay away from these for this reason entirely.
3. One way to get a deal is dropping a hand written note on ANY house in a neighborhood you want to buy that says “my girlfriend and I want to buy a house in this neighborhood and yours looks cute from the outside. Do you know anyone that is looking to sell?” I always get responses, better prices and positive energy into the home.

Condo prices are up in downtown Austin. What I am seeing are the incentives going up. One devleoper is offering 10% down and 0% interest for 1 year... ZERO interest. That's a new one.





Pre-Construction Condos: How the Process Works in downtown Austin


When you buy a home that's not built yet, there can be setbacks before you move in. Here are steps to buying a pre-construction condo

Pre-construction condos are units that have been proposed by a developer, but have not yet been built. When you purchase a pre-construction unit, you are putting money down before construction begins. Buying a pre-construction condominium can be a great opportunity, but you should proceed with caution. Because you are buying into something that does not yet exist, there is greater potential for unforeseen problems and setbacks before you move into your home. By understanding the risks and planning carefully, you can avoid complications and come out a winner.

Advantages
The main advantage to buying into a condominium development before construction starts is that you often get a lower price than if you buy when construction is complete. The reason for this is that developers typically need pre-construction sales of 50 percent to 90 percent of the units in a development before they can borrow funds to begin construction. Pre-construction condos can also get you in on the ground floor of an investment that will appreciate. The market value of pre-construction units generally increases during the one to three years it takes to build a development, so your unit may be worth more than you’ve paid for it before you set foot in the place. In addition, you can often choose from a variety of finishes and flooring options, allowing you to customize your home.

How the process works
There are several steps to buying a pre-construction condo. They can vary from developer to developer, but the basic components are:

1. Reservation agreement You give a deposit (usually between $5,000 and $10,000) to reserve the unit and set the price (although the builder can reserve the right to change the price in the contract). The deposit is held in escrow and you can cancel the agreement at any time with a full refund.

2. Condominium documents When a development is approved for construction, the developer submits condominium documents (including budgets, association rules, unit descriptions, materials and other important information) for approval by the state. Once the documents are approved, they are sent to you for review. Read them carefully to make sure that you will be comfortable living by the association rules.

3. Right of rescission Once you receive the condominium documents, you have a 15-day period to decide whether you would like to proceed into a binding contract. If you don’t, you can exercise your right of rescission and withdraw with a full refund.

4. Hard contract If you don’t withdraw, you’ll provide the balance of the required down payment, usually 15 to 20 percent of the purchase price, and sign a binding contract agreeing to purchase the condominium. You generally have seven days after that to cancel. This is your last chance to walk away with no penalty.

5. Closing When construction is nearly finished, the developer will issue you a Certificate of Occupancy. A closing date is set when you will hand over the balance of the purchase price and sign the final documents. If all goes according to plan, your closing will coincide with your move-in date, and you will be ready to enjoy your new home.

Mueller Re-development team gives an update

Many eyes are focused on the homes under construction in Mueller's first neighborhood along Airport Boulevard but, as you may have seen, construction has picked up again at several points throughout Mueller. We thought we'd share a quick update:

• The second phase of the regional retail center is underway at I-35 and 51st Street. In fact, the first wall went up today for the new Home Depot, which is scheduled to open this fall. The concrete walls you can see being erected this week will soon be covered in stone, stucco and glass to meet Mueller's extensive design standards. The store is designed to achieve a 3-star rating in Austin Energy's Green Building Program by using water-efficient plumbing fixtures to achieve at least 15 percent water savings, installing energy-efficient lighting, recycling more than 50 percent of the waste generated during construction, utilizing low-emitting materials that improve air quality and much more. • Further along Lancaster Drive, construction is progressing on the new Seton Family of Hospitals Headquarters building at Philomena Street. Approximately 650 Seton associates will office in the four-story, 156,000-square- foot brick, stone and glass building, which is set for completion by the end of 2008. • At Mueller and Airport boulevards, the parking garage for Mueller's first multi-family community, Mosaic at Mueller, is nearing completion. Next, developer Simmons Vedder will begin work on the apartment buildings that will surround the garage, hiding it from public view. The project will begin pre-leasing this summer with move-ins anticipated by late fall 2008. Mosaic at Mueller will offer 1, 2 and 3-bedroom units ranging from 580 to 1,750 square feet each.
